北京交通工程学会（英文译名：Beijing Traffic Engineering Association，简称：BTEA。）成立于1980年8月8日，是我国最早的交通工程学术社团之一。学会是由北京市交通管理、交通工程及相关领域单位和专业人员自愿组成，并正式核准登记的社会法人团体。现有个人会员500余人，企业会员30余家，理事99人，常务理事47人。学会的业务主管部门为北京市公安局公安交通管理局、北京市科学技术协会及北京市社团登记管理机关。历经近25年的发展，学会已成为国内外交通领域具有较高知名度、影响力和权威性的优秀专业社团组织。

　　宗旨

团结首都交通工程和交通管理方面的专家学者和技术工作者，围绕北京道路交通发展中的重大问题和道路交通管理中心工作，开展交通工程理论和实践的研究，为创建安全、通畅、快捷、方便、秩序、低污染的首都城市交通做出贡献。

　　基本任务

　　○有计划、有组织地开展城市交通工程和交通管理科学研究。

　　○配合首都交通管理主管部门，积极提出有关交通政策和交通治理的合理化建议。

　　○积极开展学术交流活动，加强与国内外的科学技术团体和科学技术工作者的友好联系。

　　○编辑出版学术刊物及交通科技杂志。

　　○搞好交通工程科学的普及与提高，举办各类培训班和讲座，提高交通工程科学技术工作者、交通管理工作者的学术研究和科学技术水平。

　　○及时反映会员的意见与呼声，举办为有关部门、会员、社会服务的各种活动。

　　业绩

　　二十多年来，在北京市公安局、北京市公安局公安交通管理局、北京市科学技术协会及北京市社团管理机关的领导下，在国家和北京市各级政府部门的支持和关心下，在广大会员、会员单位的共同努力下，紧密围绕北京市交通重大问题和道路交通管理中心工作，不断更新观念、开拓进取，团结和聚集了北京地区的交通及相关学科的专家学者，积极拓展对外交流、交往渠道，先后与美、日、德、法、英等发达国家专业组织、知名企业和著名专家、学者建立了广泛的联系，为交通工程学的宣传普及和研究应用起到了重要推动作用，为改善首都交通状况、缓解交通拥堵、保障交通安全、促进首都城市交通管理科学化现代化发展做出了积极的贡献。

　　伴随北京交通及交通管理日新月异的变化，学会在规模、影响、作用等方面不断发展、日益增强，业务涉及学术研讨、科技交流、技术引进、业务咨询、科学普及、专业培训、成果推广、对外交往、出版发行等多个方面，已成为权威的学术社团组织。

　　重要活动

　　○多次受市政府和公安部委托，进行专题咨询和调研，为政府决策提供科学依据。　　

○先后与联合国开发署等国际组织及美、日、英等十余个国家政府部门、学术组织、知名企业、大学和科研机构联合举办各种类型的学术会议、技术交流、专题研讨等300余场次。　　

○会刊《道路交通与安全》杂志（原《交通工程》杂志）自1981年创刊，已连续编辑出版23年。编辑出版学术论文集10余本。　　

○我会与中国科协、北京市公安局公安交通管理局、中国科协新技术开发中心共同创办的“多国城市交通学术会议暨展览”自1986年起已连续举办八届（二年一届），现已成为我国交管行业规模最大、延续时间最长、最有影响力的集科工贸为一体的重大活动。　　

○2001年6月，受北京市人事局、北京市公安局、北京市公安交通管理局委托，承办了北京市交通管理干部高级研修班。培训班邀请中央党校、清华大学、同济大学、东南大学、北工大等单位的知名教授讲课。　　

○2002年3月1日，我会举办“奥运绿色交通——以环保为理念的城市交通研讨会”。北京相关部门和行业领导及周干峙院士等著名专家学者共150余名代表参加了会议。　　

○2002年12月17日，我会与北京人民广播电台交通广播共同主办“首届国际城市交通广播论坛-城市交通信息化发展趋势与技术应用”。中国科协、北京市政府、北京奥组委及有关主管部门领导及来自英、德、日、荷等国家专家160余名代表出席了会议。　　

○2003年3月28－29日，我会与韩国LG公司联合召开“中韩智能交通管理技术交流会”。100余位中韩专家围绕智能交通管理系统建设及关键技术问题进行了研讨。
　　
　　○2004年5月25-26日，主办“国际特大城市交通发展战略研讨会”。150余位中外专家参加研讨，北京人民广播电台交通广播、搜狐网汽车频道等新闻媒体实况转播了研讨会。　　

○2004年5月，受北京市科协委托，承办以“国际大城市交通发展战略选择”为主题的北京市第27次科学技术专家季谈会。北京市政府主管领导及市委、市政府相关部门主要负责人参加会议。我国及美、日、英、韩等国知名专家作了专题发言。

　　○2004年6月29-30日，主办“中日道路交通信息通信技术交流会”。我会代表及日本国土交通省、警视厅、总务省、ITS Japan、日本国际建设技术协会、日本道路交通信息通信系统中心（VICS）等单位的高级官员及专家150余人参加了交流。　　

○2004年10月13日-14日，我会参与承办“第二届北京——中欧大城市发展研讨会”。北京市委副书记强卫，交通部副部长黄先耀，北京市科协主席陈佳洱、常务副主席田小平及我会常务副理事长于春全等出席会议。欧洲20余位专家及国内100余位代表参加研讨。

　　○2004年12月7-8日，我会与中国工程院工作部、中国交通工程学会、中国城市交通规划学术委员会、中国科技咨询学会联合主办“第二届中国北京奥运交通论坛论坛”。交通部、公安部、北京市政府、北京奥组委、国家体育总局领导及100余位中外专家出席了会议。

　　○2005年3月1日，我会道路交通信息发布中心正式投入运营。中心全天不间断地向社会提供北京市道路路况信息、驾驶员与机动车违章信息、交通综合信息等。

　　展望

　　小汽车化、交通现代化的快速发展和交通管理科学化、现代化进程的不断加快，为北京交通工程学会提供了一个历史性的发展契机和巨大的发展空间。肩负重担，不辱使命，北京交通工程学会希望与国内外机构进行各种形式的交流、交往与合作，共同推进交通工程学的研究、交流、应用与普及，促进北京交通和交通管理科学化、现代化发展。

　　About BTEA

　　Beijing Traffic Engineering Association, established on 8 August 1980, is one of the oldest academic organizations for traffic engineering in China. It is a registered nongovernmental body composed by companies and professionals in traffic management, traffic engineering and relevant fields. Its members consist of 500 people, over 30 enterprises, 99 councilors and 47 executive councilors. The Association is guided by Beijing Traffic Management Bureau (BTMB), Beijing Association of Science and Technology (BAST) as well as Beijing Nongovernmental Organization Management Authority. 　　Aim　

　　The Association aims to improve road traffic management in Beijing together with the experts and technicians on traffic engineering and traffic management. It works to contribute to the safe, smooth, fast, convenient, orderly and low-polluted transport in Beijing.

　　Tasks

　　● Carry out organized research on urban traffic engineering and traffic management.　　

　　● Make proposals on transport policies and optimization for traffic authorities in Beijing.　　

　　● Strengthen friendly relations with the scientific bodies and technicians both at home and abroad through activities of academic exchanges.　　

　　● Edit and publish academic journals and magazines on transport technology.　　

　　● Spread knowledge of traffic engineering to the public by means of training courses and lectures, and improve the ability of transport technicians and professionals.　　

　　● Make the opinions and calls of its members heard and hold activities for relevant agencies, members as well as the public.

　　Achievements
　　Directed by Beijing Public Security Bureau, Beijing Traffic Management Bureau, Beijing Association of Science and Technology and Beijing Nongovernmental Organization Management Authority, all individual members and enterprise members within BTEA have been working hard in terms of transport development and road traffic management in Beijing in the past two decades, with the support from government agencies at national and municipal levels. Together with the experts on transport or relevant fields, the Association has been actively involved in foreign academic exchange and liaison with experts, scholars and organizations from the developed countries like the US, Japan, Germany, France, the UK, etc. All the efforts of BTEA assist in outreaching, researching and applying of traffic engineering knowledge, and contribute a lot to improving traffic conditions and road safety, reducing congestion, and modernizing traffic management in Beijing.

　　With the rapid change of traffic in Beijing, BTEA has seen a constant growth in its scale and influence. Its work has extended to academic seminars, technology exchange, technology transfer, consultancy, education, training, research achievements promotion, international communication, and publications etc. The Association has become a widely recognized authoritative organization on transport and traffic, for which it has won many awards.　

　　Big Events　　

　　● Commissioned by Beijing Municipal government and Ministry of Public Security, BTEA has conducted several consultations and surveys to support the decision-making of government agencies.　　

　　● Over 300 workshops, seminars and conferences have been held by BTEA together with international organizations, like UNDP, and government agencies, academic groups, well-known companies, universities or research institutes from the US, Japan and the UK, etc.　　

　　● Road Transport and Safety, first published by BTEA in 1981, has been in circulation for 23 years. BTEA has edited and published over ten journals as well.　　

　　● BTEA, together with China Association of Science and Technology (CAST) and New Technology Development Center of CAST, has held eight “Multinational Urban Traffic Exhibitions and Seminars” (every other year) since 1986. It is the biggest, oldest and most influential exhibition on transport science, industry and trade. 　　

　　● Commissioned by Beijing Personnel Bureau, Beijing Municipal Public Security Bureau and Beijing Traffic Management Bureau,BTEA held a high-level training course for the chiefs from traffic management agencies in June 2001. Several outstanding professors from the Party School of the CPC Central Committee, Tsinghua University, Tongji University, Southeast University and Beijing University of Technology, etc. were invited to give lectures for the trainees.　　

　　● Green Olympic Transport—Urban Transport Seminar on the Concept of Environmental Protection was held by BTEA on 1 March 2002. There turned up over 150 participants who were representatives from government agencies or relevant sectors in Beijing and prestigious experts such as Mr Zhou Ganshi, the academician from China Science Academy.　　

　　● The Association, together with Transport Radio of Beijing People’s Radio, co-organized the 1st International Urban Transport Forum—Development Trend and Technology Application of Urban Traffic Information on 17 December 2002. Over 160 representatives from China Association of Science and Technology, Beijing Municipal Government and Beijing Organizing Committee for the 29th Olympiad as well as chiefs of relevant authorities and experts from the UK, German, Japan, the Netherlands, etc. attended the forum.　　

　　● BTEA and LG Co.ltd co-organized China-ROK (Republic of Korea) Workshop on Intelligent Traffic Technology on 28 and 29 March 2003. Over 100 experts from China and Republic of Korea had discussion about Intelligent Traffic Management System and key technologies applied.　　

　　● The Workshop on Transport Development Strategy in International Metropolis was held by BTEA on 25 and 26 May 2004. Over 150 Chinese and foreign experts took part, and the workshop was broadcast live by Transport Radio of Beijing People’s Radio, the automobile channel on www.sohu.com and some other media.　　

　　● Commissioned by Beijing Association of Science and Technology, BTEA hosted the 27th Quarter Workshop of Scientists titled “Strategy Option for Metropolis Transport Development”. The directors from Beijing Municipal Government and the chiefs from Beijing CPC Committee and relevant government agencies came for the workshop. Speakers were from China, the US, Japan, the UK, Republic of Korea, etc.　　

　　● China-Japan Workshop on Road Traffic Information and Communication Technology was held by BTEA from 29 to 30 June 2004. There were over 150 officials, experts and representatives from BTEA and government agencies of Japan including Ministry of Transport, Police Agency, Ministry of Home Affairs, ITS Japan, International Association of Construction Technology and VICS, etc.　　

　　● BTEA held the 2nd China-Europe Workshop on Metropolis Development on 13 and 14 October 2004. Mr Qiang Wei, Vice Secretary-general of Beijing CPC, Mr Huang Xianyao, Deputy Minister of Ministry of Communication, Mr Chen Jiaer, Chairman of Beijing Association of Science and Technology(BAST), Mr Tian Xiaoping, executive vice Chairman of BAST and Mr Yu Chunquan, executive director of BTEA, etc. attended the workshop. Over 20 experts from Europe and more than 100 representatives from China had discussions at the workshop.　　

　　● The 2nd Forum on Beijing Olympic Transport of China was organized on 7 and 8 December 2004 by BTEA as well as Academy Affairs Department of Engineering Academy of China, Traffic Engineering Association of China, Chinese Academic Commission of Urban Transport Planning and China Consultation Association of Science and Technology. The chiefs and directors from Ministry of Communication, Ministry of Public Security, Beijing Municipal Government, Beijing Organizing Committee for the 29th Olympiad and National Sport Bureau of China as well as over 100 Chinese and foreign experts attended the Forum.　　

　　● The Road Traffic Information Center under the association came into operation on 1 March 2005. The Center disseminates information of road, traffic, driver and vehicle violation, etc. to the public 24 hours a day.

　　Prospect　
　
　　The rapid growth of cars, traffic and also traffic technology has offered BTEA good opportunities and a bright future. It looks forward to cooperating with both internal and external institutions to promote research, exchange, application and education of traffic engineering, which will accelerate the modernization of traffic management in Beijing.
